"The jury awarded the documentary shorts prize to WHERE CHAOS REIGNS,

for its AUDACITY, its HAUNTING images and its ability to bring us closer to the crisis in Venezuela than anything we’ve seen thus far in America. In a country grappling with an unprecedented economic and humanitarian CRISIS, the filmmakers take their cameras to the streets and join the throngs of brave protesters risking arrest, injury and death to call for change. Their UNFLINCHING CAMERAS capture singular moments of courage, fearlessness and violence that linger long after the film has ended.”

"The winner is an EMOTIONAL DISTURBING EXPERIENCE. It gives us the raw and honest account of the distress and pain of a suppressed population fighting for justice. The dynamic of the storytelling moves from real time images and slow-motion leaves TIME FOR REFLECTION. The combination of sound and image leaves a SHOCKING emotional IMPACT. There’s an urgency to this story.

First, for the sake of Venezuela. But also, we all felt that this film in only 10 minutes, gave us an understanding of why a young person would risk her own life to save the lives of her fellow citizens. We all agreed in the jury that the winner is: Where Chaos Reigns."

BRAULIO JATAR

"I have been documenting my country's difficulties for many years now. I have seen how year after year conditions only worsen, how people's hope slowly fades away, how families are ripped apart, how mothers mourn their sons and how children grow in a place that in nothing resembles the beautiful country I grew up in. This film, for me, documents the final push Venezuelans gave to change their future, to rid themselves of this oppressive government and yet once again they were met with pain and death. It is the last breath of a country and that is what I hope you will feel when you watch it, breathless."

Braulio Jatar is now a New York City based filmmaker and cinematographer. "Where Chaos Reigns" is his second short documentary film.
